Seriously, what is wrong with people?

We're hiring a staff attorney at work, and we can't pay prevailing market wages because a) no nonprofit can and b) there are other factors that put us in a bind. So we're having trouble getting qualified applicants. But seriously. This guy flew up here from New Orleans to interview for a position in which ALL CLIENT INTERACTIONS ARE IN SPANISH and after the interview we learn HE CANNOT SPEAK SPANISH. He wasted an hour and a half of my morning when I was already behind and he wasted at least two days and several hundred dollars of his own. In what possible world does he think his highschool Spanish is going to get him by when he hasn't used it since?
